NNBP 2020-2025 targets deployment of nationwide fibre coverage in all state capitals, 90% LGA Headquarters, others

Features of the latest Nigerian National Broadband Plan 2020-2025 have been revealed as it involves the deployment of nationwide fibre coverage to reach all State Capitals, and provision of a point of presence in at least 90% of Local Government Headquarters.

It also targets tertiary educational institutions, major hospitals in each state and fibre connectivity at statutory rates of N145/meter for Right of Way (RoW).

The Honourable Minister, Federal Ministry of Communications and Digital Economy, Dr Isa Ali Ibrahim Pantami, made the disclosure in his Welcome Address titled ‘Enhancing the Contributions of Stakeholders towards Nigerian National Broadband Plan through Enabling Policies at the ATCON Virtual Structured Engagement 2021 On Thursday, 25th March 2021.

He said “The Plan targets the deployment of nationwide fibre coverage to reach all State Capitals, and provision of a point of presence in at least 90% of Local Government Headquarters. It also targets tertiary educational institutions, major hospitals in each state and fibre connectivity at statutory rates of N145/meter for Right of Way (RoW).”

The Stakeholders Engagement event was designed to discuss how to speed up the realization of the set targets of Nigerian National Broadband Plan (2020 - 2025).

Pantami said the NNBP outlines a trajectory for significantly improving the broadband penetration in Nigeria over a period of 5 years and that it replaced the initial Broadband Plan which expired in 2018.

Furthermore, he stated that the new broadband plan seeks to deliver data download speeds across Nigeria at a minimum of 25Mbps in urban areas, and 10Mbps in rural areas, with effective coverage available to at least 90% of the population and penetration rate of 70% by 2025 at a price not more than N390 per 1GB of data (2% of median income or 1% of minimum wage).

According to him, in order to achieve the targets, the plan focused on recommendations in 4 focus areas, namely: Infrastructure, Policy, Demand Drivers, and Funding/Incentives.

These focus areas, he said, are further broken down into 55 initiatives towards the actualization of the targets.

He disclosed that infrastructure is focused on building integrated infrastructure that is sustainable and resilient to close the gaps in addressing the broadband needs of the country and is geared towards extending broadband services to undeserved and underserved areas in Nigeria, saying that the Policy pillar addresses issues relating to the efficient use of spectrum, right of way, site acquisition policies, availability of infrastructure and market efficiency 

Pantami said the diligent implementation of the recommendations in these focus areas through a multi-stakeholder approach will give the country a push into economic prosperity and create opportunities for job creation and innovation that will influence the GDP positively.

He also stated that the average cost of 1GB of data has reduced from the January 2020 cost of N1,000 to N487.18 in November 2020, surpassing the target of achieving N700/1GB by 2023.

Further, he said, the telecommunications sector recorded a growth rate of 15.90% in the year 2020 from 11.41% in 2019 and 11.33% in 2018, making it the highest growth rate in the last 10 years.

Pantami added that an Open Access Model has been developed to support fibre connectivity across the country with the aim of achieving the 120,000km fibre reach. We have had an increase from 47,000km to 54,725km. The 3G/4G Base Station Transceivers (BTS) have increased from

30,000 to 53,460.

New National Broadband Plan: 70% penetration depends on you, Nnamani tells CEOs of Telecom companies

Engr. Ikechukwu Nnamani, President of Association of Telecommunications Companies of Nigeria (ATCON) has made it clear to Chief Executive Officers (CEOs) of Telecom companies of Nigeria that the 70% set target for broadband penetration by the Federal Government is in their hands to realize.

Nnamani made the reminder at a virtual structured engagement with key stakeholders in the Nigerian

Telecom & ICT sector on the New National Broadband Plan 2020 – 2025 held on Thursday, March 25, 2021.

While commending members of ATCON for their high level of professionalism in making right decisions to put the industry on continuous growth trajectory and for helping get Nigeria out of the recent economic recession he said, “To our member company CEOs who have been making right decisions to put the industry on continuous growth trajectory and for helping to get Nigeria out of the recent economic recession, your efforts is well noted and commended. I like to use this opportunity to appeal that you don’t rest on your oars because the realization of 70% broadband penetration target depends considerably on you in the coming years,” Nnamani said.

He maintained that the development of a solid digital economy rests on the foundation of a well distributed broadband infrastructure and involves the convergence of all technology types and classes of service.

Nnamani said ATCON brought together key industry leaders cutting across the nine sub-group of ATCON’s membership to discuss and strategize with the leadership of the public sector on the best ways to achieve an accelerated implementation of the Nigerian National Broadband Plan.

The ATCON members, he said include, Telephone Operators (PNL/Fixed Line Operators, MNOs/IDAs Operators), Infrastructure Providers (Interconnect, Data Centre Operators, Towers/Base Stations Providers); Internet Services Providers (ISP) (Wholesale Segment, Retail Segment), Value Added Services Providers (VAS), Over The Top (OTT) Players, FINTECH/e-Commerce Operators, Telecom/ICT Equipment Manufacturers, Telecom/ICT Consulting firms, and Telecom/ICT Equipment Dealers.

He disclosed that the objectives of the virtual meeting are to ascertain the status of the implementation of the NNBP 2020-2025, identify any potential bottlenecks that may negatively impact on the smooth implementation of the plan and proffer necessary solutions to mitigate against them, leverage on the wide spectrum of ATCON sub-groups for effective participation in the new Nigerian National Broadband Plan 2020-2025 by giving them the opportunity to access the plan and suggest various ways to speed up the realization of the established target by the government.

Another set objective is to serve as a veritable platform to align the objectives and expectations of the private and public sectors

Nnamani commended Dr. Isa Ali Ibrahim Pantami, Honourable Minister of Communications and Digital Economy; Professor Umar Garba Danbata, Executive Vice Chairman of Nigerian Communications Commission (NCC); Mr. Kashifu Inuwa Abdullahi, Director-General of National Information Technology Development Agency (NITDA); Engr Aliyu Aziz Abubakar, Director-General/CEO, National Identity Management Commission (NIMC);  Engr. Familylifers.com will enhance wealth creation, employment, crime reduction, says Adewale

Co-Founder, Familylifers.com, a social media platform, Pastor Bisi Adewale, has disclosed that the new outfit would enhance wealth creation, eliminate unemployment, provide employment opportunities and ultimately reduce crime rates in the society.

Adewale made the revelation at the launch of the online brand , Familylifers.com, at Sheraton Hotels, Ikeja, Lagos on Thursday, March 11, 2021.

He said “The thoughts of helping solve many of our nation's problems were the propelling force behind creating this website and its applications. The platform will help in wealth creation and eliminate unemployment as the platform will provide employment opportunities. The platform will also empower young people and families. It will keep the youth busy and reduce crime rates. It will help parents in raising better children for society.”

Adewale said that the new platform would also give room for young Nigerians to interact and showcase their skills, products and services free of charge. “It will also be an avenue for unemployed graduates to be linked with employers of labour as they upload their CVs on the platform,” Adewale reiterated.

He maintained that Familylifers.com was built on the mission of helping the young ones, reducing the crime rate and building families in mind, and the vision of seeing all youth in Nigeria living responsible lives, gainfully employed, and building a very strong nation.

“Since the problems of our nation are multi-facet. The solutions to the present state of our nation must also be multidimensional. That is why we can’t leave it for the government alone to do. All hands must be on deck to protect the ship from wrecking. We discovered that one of the best ways to solve the problem of our nation is using the power of science and technology. Pastor (Mrs) Yomi Adewale, the wife of Bisi and co-Founder of the platform, said it is no doubt that the world is currently facing a common and unseen enemy which has caused so much in the global economy; Nigeria inclusive.

She said the impact of the COVID-19 pandemic is not a small deal on the citizens. “It has increased challenges faced by families, especially our youths and young adults who are the future of our nation and tomorrow's leaders.

She said the current unemployment rate of 27.1% according to National Bureau of Statistics, Q2 2020 implies an increase in the poverty level in many families. “Many youths are out of jobs beyond gender, geographical or educational biased reasons,” she stated.

Mrs Adewale, a Chartered Accountant disclosed that the initiative of creating an online platform was built to address structural and practical challenges faced by the youth today.

“It's a laudable idea as this will collaborate and support the efforts of the government to curb the rate of unemployment among our youths.

“The online forum (www.familylifers.com) provides an opportunity for empowerment, employment, acquisition of skills, advertisement of businesses for SMEs/entrepreneurs, etc. for our youth to engage in meaningful ventures that will help to shun activities that could bring a setback to Nigeria and cause havoc on her citizens,” she stated.

Selection of new Vice Chancellor for the Lagos State University (LASU) appears to be cruising to the point of crescendo, where it is now on the desk of the Governor of the state, being the Visitor to the university, to appoint a Vice Chancellor out of the three candidates sent to him. But the Liberators are advising the governor to appoint the candidate who made number one on the list of contenders sent to him. SUCCESS DAMIAN reports.

A group of concerned professors of the Lagos State University (LASU), under the aegis of the Liberators has proffered a seamless partway in process of selection of a new Vice Chancellor for the institution.

The group made up of internationally renowned and well respected professors at a press briefing in Ojo on Friday, March 12, 2021, called on the Governor of Lagos State, Mr. Babajide Sanwo-Olu, to apply the 2016 template which was used in the selection of the past administration, adding that the method used then produced excellence and quality leadership for LASU.

The Liberators who said they are non-partisan, in their view maintained that, after the mandatory interview conducted by the Governing Council for the nine candidates aspiring for the Vice Chancellor position in the institution; advised that whoever that emerged First in the interview should be appointed the Vice Chancellor.

In their position, they agreed that even though the governor has the statutory right to appoint a Vice Chancellor out of the three names sent to him, they reasoned that the candidate who is number one on the list must have prepared well enough for the job just like in 2016, when the same method was applied and LASU became number two among Nigerian Universities, winning laurels and grants. They said as concerned stakeholders, some of them having put up to 36 years in the service of LASU, would not like to see the institution nosedive, but to see it rise to laudable and enviable heights.

The Coordinator of the Liberators, Professor Adeleke Fakoya, said “We are for the progress of LASU; we are not in support of Mr. A or Mr. B, no. This is where all of us eat, this is where all of us live, I have put in, for instance, about 36 years now in service of LASU, and I will not be one of those to see LASU nosedive, I want to see LASU on the rise all the time. So, and I typify the thinking of an average Liberator, so what we do is to ensure that LASU goes higher and higher.

“It is not just to stay afloat, no, we are going to fly high, so whatever stage we think LASU has got to now, the hope of liberators is, that height must increase, that stage must get better.

“Now, nine people were invited for interview for the position of the Vice Chancellor of LASU, all nine of them were interviewed, the basic assumption here is that the short listing will be a confirmation of something, all of them have been found eligible, so we expect that whoever that has come first should be the one that we would give the leadership of LASU to, there should be no consideration, this one is not from my Local Government, this person is a friend of this person, no, there should be no such interpersonal relationships. What we want is this person has been invited, this person has been interviewed and this person has come first, that first person is whom we all in LASU will like to have, if there should be any reason for anybody who comes first not to be chosen, we want that reason to be very objectively stated. For instance, this person is said to have some psychosocial issue that can affect the progress of LASU, this person has a criminal record that we have just seen, the reason for which number one must be rejected must be very objectively stated and must be acceptable to everybody whether we are within LASU or they are outside LASU.

“So rejecting number one in favour of number 10, we are not going to support you because it will only lead to crisis, it means that somebody’s candidate has been chosen over somebody else’s candidate. But if it is the person that comes first that becomes the VC, believe me, all of us here and within LASU will be in support of that person and will work in favour of that person as long as that person is in favor of LASU itself.

He said unless there are such unpleasant circumstances that can remove number one from view and put number 6, that reason must be clear. ’If a Hausa man was shortlisted, and he came first, please make him the Vice Chancellor of LASU.  LASU is the only university that Lagos State has, so if Lagos State is indeed the Centre for Excellence, we want to see that excellence shine through in this process.”

Prof. Fakoya said that ASUU-LASU also supports that kind of thinking, “ASUU-LASU is not for division, ASUU is one, LASU is one, you may belong to SANU, or NASU, what matters to us is the name that unifies us, that name must be protected. The goal of the university must be such that it can compete with any other university here in Nigeria, Africa and elsewhere in the world; that is our goal. So the next VC should be somebody that we will all like to work with, as long as the next VC is forthright, honest, dependable, progressive and God-fearing.

Prof. Biodun Akinpelu, in his contribution said “There was an experiment in 2016 and it really worked, number one was picked, we are not interested in how number one became number one and how he was eventually picked, but we saw that the whole world heard that this is number one, we also heard in LASU that this is number one and he was picked. It was an experiment. In the past, out of the three, the first three that emerged during the interview, Governor can pick any of the three, but for the first time, number one was picked, and today we are having the LASU that we have today. So we want to believe that experiment is worthy of replicating, we can continue with that particular method and I want to see other universities copying the LASU model again.

“In LASU someone came first in 2016, he was allowed to govern the university and he governed well and LASU became the second best in Nigeria, and indeed LASU cannot go back again. We don’t want to have a reversal of that, whoever comes first must have seriously prepared for the assignment, so you can’t just say because we just discovered that, you can’t discover anything now; that is the issue,” Prof. Akinpelu said

At the press briefing attended by such eminent Lecturers as Dr Pius Akhimien, Prof. Onafalujo Akin, Prof Charles Asenime, Dr Olabode Segun, Dr Kayode Oyende and Dr Sylvester Olajire; the Chairman of Academic Staff Union of University, LASU Chapter, Ibrahim Bakari, in his submission reiterated the need for due process and paying of attention to the advocacy of the Liberators in choice of new VC for LASU. He said the Liberators expect the governor to get the best for LASU and that best is the candidate that scored highest in the interview conducted by the Governing Council of the university.

He said the university needs someone who will take welfare of the workers seriously, ensure congenial environment for staff and university community, adding that infrastructure in equally germane in the development of the university. He added that such a person coming in as the new Vice Chancellor must accord Research its rightful place. He said the last five years have been momentous as LASU staff won research grants. He said there must be conducive environment for learning.

Bakari stressed on inclusive governance adding that the new VC must be prepared to ensure inclusive governance through dialogue. He said the growth and development witnessed in the past five years in LASU was indeed as a result of dialogue and inclusiveness.

Sofola assures of quality teaching, as Eko University of Medicine & Health Sciences matriculates 36 students

Prof Soga Sofola, Vice Chancellor, Eko University of Medicine and Health Sciences, Ijaniki, Lagos State, has assured students of quality teaching by quality staff as well as conducive environment for learning and recreation.

Sofola was speaking at the matriculation ceremony of 36 students in the institution on March 11, 2021.

In a well attended Zoom event, Sofola said “You students are assured of quality teaching by quality staff as well as conducive environment for learning and recreation.”

Speaking on the rigour associated with medical programme, he said he urged the students to work hard in order to earn good grades “You are strongly advised to work very hard in order to attain good grades.”

In his advice to the newly matriculated students Sofola said apart from being endowed with quality teaching, the freshers also have the fortune of having their senior students close to them for direction “For those in 100 level classes, being close to your seniors, you will also be picking up on some elements of medical sciences and terminologies.”  

He also congratulated the parents of the matriculants saying “As for the parents, we congratulate you on the start of seeing your children aspiring to be Medical doctors but they have to work very hard. We pray that God rewards abundantly the investment on your children.”

According to Chief (Dr) Ibraheem, Ayodele Hammed, the Founder and Proprietor of Eko University of Medical and Health Sciences (EKOUNIMED), the institution is a specialised, privately owned, medical, non-sectarian, and co-educational institution

With the Vision to be a world-class institution for the medical and other health professions in terms of learning, research, character building and service to humanity, it also has the Mission to provide an all-embracing health education and services through the production of world class, resourceful and competent physicians, dentists, nursing, pharmacists and other healthcare providers; who will be equipped to deliver the cutting edge promotive, preventive and specialized medical and other health-related education and practices.

According to him the University has approval to run six main programmes which include Faculty of Clinical Sciences; Faculty of Community Medicine and Primary Health Care; Faculty of Pharmaceutical Sciences; Faculty of Dentistry and Faculty of Nursing.

Hammed also assured that the university is doing well in the hands of very seasoned academics and administrators. “We already have MOU with EKO HOSPITAL, Ikeja and Alimosho State General Hospital as our Teaching hospitals and Institute of Medical Research, Yaba, Lagos as our Teaching and Research Partner. Also EKOUNIMED is currently under the full medical education mentorship of the University of Lagos (UNILAG) under the approval and coordination of the National Universities Commission, Abuja, and statutory oversight of Nigeria Medical Council.”

On justification for existence of his school he said based on current population of about 200 million, with a 3.5% annual growth rate from the 2006 census (National Population Commission, 2017), the country is grossly deficient in medical doctors and other health professionals including pharmacists, physiotherapists, nurses, laboratory scientists, etc.

“Our health manpower level is so poor that the latest World Health Organisation (WHO) performance rating places Nigeria 187th out of 191 nations! Far from the WHO recommendation of a minimum of one doctor to 600 patients, Nigeria has a ratio of one doctor to 6000 patients! The country needs more than 303, 000 doctors to meet the WHO standard, and at least 10,605 new doctors annually to join the workforce (NOIPolls. Abuja August 3rd, 2017). Yet, of the 72,000 registered doctors in the country, only 35,000 are in active practice, more than 50% are in diaspora,” he disclosd.

 

Again LASU emerges second best on 2021 emerging economies university rankings …As Oke congratulates university Community on new feat

Lagos State University (LASU) has again clinched the Second Best position on the 2021 emerging economies university rankings.

Acting Vice Chancellor, Lagos State University, Prof. Oyedamola Oke received with delight the great news of the University's new rating as SECOND Best University in Nigeria on the 2021 Emerging Economies University Rankings released by the Times Higher Education (THE) on Tuesday.

 

In a press release signed by Ademola Adekoya, Coordinator, Centre for Information, Press and Public Relations, LASU, Prof. Oke in his congratulatory message also unequivocally stated that the new status of the University is heartwarming, and a further attestation to her quality teaching, research exploits and robust service delivery.

The release read “The Acting Vice Chancellor therefore applauds the invaluable and immeasurable contributions of all stakeholders including, the Lagos State Government, members of staff (Teaching and Non-Teaching), and our world class students towards the newest ranking of the Institution.”

Prof. Oke noted that without the unwavering support and commitment of all stakeholders to the "LASU Project", the feats would have been unattainable.

He also urged members of staff and the world class students (postgraduates and undergraduates) to be steadfast; continue to keep faith, work and walk with the University Management in her desire to claim the University's pride of place among the comity of Universities not only in Nigeria, but the world at large.

The Acting Vice Chancellor recalled also that Lagos State University had, in 2020, been celebrated as the Second Best University in Nigeria as ranked by Times Higher Education (THE) World University ranking for 2021.

Certificate collection: LASU refutes allegation of extortion, sets record straight

Management of Lagos State University (LASU) has refuted the claim in an online publication alleging that the institution is extorting millions of Naira from the 2019/2020 graduates in the name of COVID-19 protocol 

In a press statement signed by Ademola Adekoya, Coordinator, Centre for Information, Press and Public Relations, (CIPPR) Lagos State University, the allegation ostensibly was referring to the University's directive for recent graduates to apply for and collect their certificates via courier service, as part of measures to prevent the spread of COVID-19.

The release pointed out that two allegations were made in the ‘overtly malicious publication’ that needs to be addressed in order to set the records straight.

“Two allegations were made in the overtly malicious publication. The allegation that the University is extorting millions of naira from the graduates without delivering their certificates via courier as promised and the allegation that COVID-19 guidelines and protocols were disregarded in the process of issuing certificates to the graduates on the university campus.”

In making the clarification, the statement said that the allegation of extortion by the University is not only mischievous and malicious, but also misleading.

“The writer’s ill-intent in publishing the story is obvious in the face of the facts that the innovative and proactive step by the University to forestall the outbreak/spread of covid-19 on her campus informed the directive to students, months ago, precisely around October 2020, to apply for their certificates and have them delivered via courier.”

It further read “Contrary to the falsehood/claim that the University did not send the certificates for those who had paid for the delivery, we confirm that a good number of graduates have received their certificates via courier and those of other applicants are also being processed for delivery.”

The statement also maintained that most of the applicants would have had their certificates delivered to them if not for the three weeks JAC National Industrial Action in the universities that delayed the processing.

Putting the record straight, the statement further disclosed that on getting wind of the report that the NYSC camp would soon open, some applicants who were yet to receive their certificates, turned up at the University campus eager to physically collect their certificates, saying that some graduates from previous sets who are not affected by the development also came down adding to the number.

The statement disclosed that the officials at the Certificate Office were left with no other option than to attend to those affected in order that they might meet up with the NYSC camp deadline.  

It maintained that the above clarification has become germane to reiterate the fact that the University did not extort her graduates as alleged. “Many graduates have received their certificates through courier and those who are yet to, are the ones on campus and are being attended to by officials of the Certificate Office.

“On the disregard for COVID-19 guidelines, it is imperative to state that the University takes the enforcement of COVID-19 guidelines seriously, hence the directive for certificate collection through courier service in the first place. This is also evidenced in the fact that the use of facemask is compulsory to gain entrance into her campus and facilities within it, as is the washing of hands.”

It further stated that the enforcement of the guidelines is only effective when complemented with the act of taking personal responsibility. “It is on record that LASU is one of the first Universities in Nigeria to establish and enforce clearly defined COVID-19 prevention policies, allegations to the contrary, in this case, is therefore untrue and should be disregarded.

“As a University, the safety of our staff, students and visitors remain a priority just as our commitment to upholding accountability and standards of service delivery remains strong,” the statement read.
